想到这些谴责，首相的心跳突然加快了，因为这些东西既不公平也不真实。他的政府为什么就应该能阻止大桥的断裂呢？任何人指责他们在修桥上花的钱不够多都显得很过分的。那座桥建了还不到10年，最好的专家也很困惑为什么它会干干脆脆地折成两段，让十几辆汽车栽进了河。而又有谁能指责那两起被狠狠曝光的残忍谋杀案的发生是因为警力不够？或者他们应该指责政府没能预报西南部那导致重大伤亡的怪诞飓风？而他的次长（副部长）之一，赫尔伯特?乔利，偏偏在这一周做出那些奇特的行为而被迫回家待着，这也是他的错吗？
